The EF65 500 series appeared between 1964 and 1965 as towing trains of the 20 series sleeper express and the Koki 10000 series high-speed freight train, which were the flower trains of the Tokaido main line at the time based on the EF60. It is called P-type for passengers and F-type for cargo, and is characterized by different equipment. In addition, due to the shortage of locomotives for passengers, eight cars were remodeled from the EF65 series.
